Senate and House Money Committees Approve the State Budget Bill



Honolulu, Hawaiʻi – Senate and House conferees approved a final version of the State's Supplemental Budget (HB1600 HD1 SD2 CD1) today. This measure includes operating, capital improvement projects (CIP), and grants-in-aid monies for fiscal year 2022-2023 (FY23).


The bill includes:

  • An operating budget of $8.7 billion in general funds and $16.9 billion through all methods of funding (MOF) for FY23,

  • CIP budget of $6 billion (all MOF) for FY22 and FY23, and

  • $48.9 million in grants-in-aid.

“The State’s financial forecast looks bright as we continue to recover from the COVID-19 pandemic,” said Senator Donovan Dela Cruz (Senate District 22 – Mililani Mauka, Waipiʻo Acres, Wheeler, Wahiawa, Whitmore Village and portion of Poamoho), chair of the Senate Committee on Ways and Means. “With the economy rebounding, the Legislature is able to be strategic and forward-thinking while also providing much-needed funding for projects and initiatives that aim to address some of Hawaiʻi’s most critical issues.”


“This budget scenario is completely different than what we were faced with last year,” said Representative Sylvia Luke (House District 25 – Makiki, Punchbowl, Nuʻuanu, Dowsett Highlands, Pacific Heights and Pauoa), chair of the House Finance Committee. “With the recent reporting from the Council on Revenues, this budget presents us with the unprecedented opportunity to address many of the state’s unmet needs, including nearly $20 million more in grants-in-aid.”


At the hearing, the committee highlighted many budget items upon which the Senate and House reached agreement (see attached).


HB1600 HD1 SD2 CD1 now heads back to the floor of both chambers for a final vote before being transmitted to the Governor for consideration.
